Bollman. Inner circumference = 19. 5" This hat isn't worn pulled down over the head, so it should fit most average female heads. The elastic strap is there to be worn hidden under the head. You don't have to use it, and can just tuck it into the hat. The original feather had broken off, so I replaced it with the one pictured. I did not glue it in, so
